Regulation No. (4) of 2008 Concerning the Use and Licensing of Recreational Motorbikes/Quad Bikes in the Emirate of Dubai explicitly states that a recreational motorbike or quad bike rider must be at least 16 years of age.
This particular rule can be found in Article (5) of the Regulation. The article also states that individuals younger than 16 may use a recreational motorbike or quad bike under the supervision of a guardian.

Note that riding a quad bike unaccompanied by a guardian when you’re younger than 16 is an offense that comes with the following penalties:
- First offense: AED 200

Can Younger Children Be Quad Bike Passengers?
It depends on how many people can sit on a quad bike. Most quad bikes are single-seaters. Adventurers younger than 16 cannot hitch a ride on such bikes.
Going beyond a quad bike’s standard capacity violates traffic safety regulations. This offense carries fines similar to those that apply when someone below 16 rides a quad bike unaccompanied by a guardian (e.g., AED 200, AED 300 and one-month quad bike seizure on the first, second and third offense, respectively).
Do You Need a License to Drive a Quad Bike in Dubai?
As long as you are 16 years of age or older, you don’t need a license to drive a quad bike in Dubai. However, remember that you must also meet the following conditions:
- You must ride the quad bike only in licensed areas.
